Live diesel prices from EU Weekly Oil Bulletin

The /instrumente/pret-motorina page now shows live prices updated weekly from the official European Commission (DG ENER) feed. 27 EU countries, with/without VAT, sorted ascending.

The data comes from the EU Weekly Oil Bulletin, the official EU source for retail fuel prices. The European Commission publishes it every Monday for the previous week.

Useful for: - Planning refuelling along the route (pick the country with the best price) - Estimating transport cost in the rate calculator - Negotiating a price per km based on real fuel costs

Technical: we parse the EU XLSX file directly, with a 24h cache. If the feed is unavailable, we fall back to static reference values.
